Is it necessary to replace both the tie rod and lower table when replacing the shock and spring?

When I had my 2002 x-type in the garage for a broken front shock, they changed both the tie and lower table(?) without asking saying that it had to be done. Is this really the case or was the garage just boosting the bill?
